Open Question: herpes, or prolonged allergy reaction?

im asking because my friend doesn't have a mom who works for the state and therefor does not have health insurance and doesn't want to get checked out 4 nothing...the Jist; my buddy noticed 2 small bumps on his shaft that never rose above the skin, and were confirmed by a doctor to not have hpv architecture (cauliflower like patterns) when observed under a microscope, and was told its more then likely pimples (weird i know), (the doctor was a friend), also along with the 2 small bumps, he said he noticed a "raw" spot on the bottom of the foreskin, but he assumes that was from a recent sexual encounter, unprotected sex, and the girl had a "dry moment". he masturbates with petroleum jelly often and never allowed the raw spot to fully heal, about a week later he had sex with another girl using a latex condom, and things seemed fine, but still the bumps and raw spot was there, (bumps did not turn turn to ulcers like herpes, but have been around for about a month, unchanged in size or color) then he had sex with another girl using no condom and things did not change, then he had sex with another girl with a latex condom things did not change, then he had sex with another girl, and he used a non latex condom, and the girls teeth were not in the best shape, in fact lacking calcium, so some teeth were kind of sharp and he thinks re-opened the already raw spot on his penis (via oral sex) his penis now swollen in one spot, and has bumps, on it over various areas (swollen spot and bumps on top part of foreskin, just below the head) and scaring after a day or so (the scaring a day or so later, everything else was almost later on in the morning a few hours later), could this be a reaction to a chemical in the non latex condom (lifestyles :skyn), or something of the sort?, maybe even to the petroleum jelly? thanks for reading and answering, sorry for all the details, and the misspellings.
