If family members or friends refuse to take back the individuals, homeless shelters will have the authority to deny them space.
Under the policy, tenants evicted by their landlords would not be eligible for shelters until a sheriff or marshal booted them.
“If the housing is still available, the applicant will be expected to retrieve their previously submitted keys from the landlord,” the policy states.
The city would also deny shelter even when a friend or family member decides the person can’t live with them anymore. Shelter applicants who can’t provide documents proving they are homeless would also be ineligible. if they were kicked out or left because there wasn’t any room to sleep.

DHS would then try to make sleeping space for the applicant in that residence by moving around furniture.

The agency may even ply primary residents with a new couch, crib or bed to take the applicants back, according to the policy. In other cases, the agency would help the primary resident obtain food stamps or health insurance.

“If it makes an available room something that’s a viable option, we want to support that,” DHS Commissioner Seth Diamond said of the proposed policy.

Single adults with no case issues like kids, drugs or prison don't bring money in to the shelter so all beds are for multi issue cases allowing shelters to get more money funding from organizations dealing with those issues. The more messed up a persons background the more shelters can pimp them around social service organizations and charities for extra big funding checks.
