Open Question: please help to understand health insurance coverage....?

i have anthem blue cross ppo. $6000 deductable.
I was under the impression that as long as i went to an in-network provider, my cost would only be 30% of the negotiated fee. Is that always, or only after you meet your deductable? If it helps, I have the plan smart sense 6000.
thank you
