Open Question: PLEASE HELP! :( Skin Issues?

(16 year old female)
So last year (2011), in late October, I developed dry, chapped lips. Somehow it got out of hand. Over the course of a month to a month in a half, it turned into dry cracked corners on my lips as well. After that, it turned into dry skin around my mouth that is itchy, red, hot, irritating, has dead skin, and sometimes is cracked along with the non-stop dry lips. It's now late April of 2012 and I still have it. I am beyond aggravated. I have tried Blistex, Neosporin, Petroleum, Carmex, Chap sticks, you name it! Petroleum jelly keeps the skin temporarily not dry, but it looks gross, and once it dries up, everything is back to the same old way. Everything else burns or irritates my sensitive skin. I can't figure out what it is! :( I have no money or health insurance to get a doctor to help me out, so anyone have any suggestions? Anyone had anything like this before? Help! I'm in desperate need!
And my mother apparently can "afford" Health Insurance. However, we are struggling, and things would be very hard to add health insurance to our monthly payments. So would free clinics still be offering service to us regardless of that?
