Open Question: Insurance: Getting group health for a new small business, revenue matter?

Does the revenue of the business matter for a new small business applying to get group health insurance provided it has two full-time employees? I'm thinking it shouldn't because most businesses start off having a loss for a few years before they make a profit with time and cost of development, research, etc. I'm talking about a legit start-up, an LLC with two partners working full-time in the company.
